There are some different schools of thought on that. Some people think that anyone who takes the time and exhibits the patience needed can practice spell casting, others believe that wicca is about a reverence for the earth, which, of course, anyone could ( and should) do. Others believe that it can not be done ‘properly’ unless one has been traditionally trained.
